Russian president Boris Yeltsin has spent the first hours of his visit to Norway meeting the country's King and Queen.

The main purpose of the visit is to discuss Russian fears over any expansion by NATO in the former Soviet Bloc countries.

Yeltsin is expected to take an increasingly tough stance on the issue, as part of his new hard-line image in the run-up to the Russian presidential elections in June.

Other issues at the forefront of the talks will be the nuclear hazards on the Kola Peninsula, east of Finland, the arrest of a Russian environmentalist by the Norwegians, and a 22-year-old boundary dispute in the potentially oil-rich Baltic Sea.

President Yeltsin's Ilyushin-62 jetliner landed in the wintry Norwegian capital at 10 a-m local time.

The Russian delegation was warmly greeted on the tarmac by the Royal Princess and a string of Norwegian officials.

President Yeltsin had left Moscow with pledging to halt further NATO troop deployment in the former Soviet Union's backyard.

In the lead-up to the June elections, he's come under increasing pressure to call for curbs on NATO troop expansion in Norway.

The country is the only one in NATO that shares a land border with Russia.

Despite recurrent health problems, the president appeared buoyant and in high spirits, waving and smiling broadly as he was whisked away in a limousine to meet the Norwegian royal couple.

The Norwegian public were out in force to greet their Eastern guest.

King Harald the Fifth and Queen Sonja led the president to inspect the royal guard.

Yeltsin lay a wreath at the Norwegian National Monument at Akerhus Castle.

A stream of Russian flags greeted the President who, with King Harald, went on to attend a wreath laying ceremony at Oslo's city graveyard, in honour of Soviet soldiers killed in Norway during the Second World War.

Yeltsin's 30-hour official visit will also give him a boost at home ahead of the presidential elections in June.

The trip is, however, expected to focus on stature rather than substance, and Norwegian officials are quoted as saying they neither expect nor demand progress on most issues.
